Look for: strict adherence to Quran and Sunnah, no use of taweez or symbols, no demands for unusual information (your mother's name, hair, etc.), transparent fees, positive references and testimonials, willingness to teach you self-Ruqyah, and humility — they should never claim to know the unseen.
